I would tend to agree that prohibiting this may narrow our options without
a stronger reason as to why this should be the case.  Perhaps its just
perception, or maybe there is a good technical reason why to take such a
position.  We allow people to be on the NOMCOM more than once.  Chairing is
not an easy job and requires proficiency in various areas - so I think
keeping our options open makes sense.

Given sufficient time between potential stints, I think it would provide a
way to ensure we are finding able and capable people to serve as chair.
