Right. And that's why RFC 3758 says "To the extent that a Contribution or any portion thereof is protected by copyright ..." As far as _unprotected_ material goes, the IETF and the Trust/IPMC has nothing to say.

As far as I can tell from a quick glance, WIPO thinks it works that way internationally, too.
