I agree. In my opinion, using the '%' sign as the delimiter is a serious
mistake due to the incompatibility with the URL syntax. 

Yes, it will take a while before most software will accept a new character.
That's why we need to start now. 

Obviously, URL parsers should accept both %25 and the new delimiter. We
should not introduce special '%' hacks in the URL syntax.
