Well, IPv4 link-local is not, to my knowledge, mandatory to implement.

So, you could just decide to turn it off in your OS.  :-)

FWIW, Android effectively removed support for it in M (IIRC).
According to [1] that means ~>50% of devices.

IMHO, IPv6 link-local is a better way to go for link-local
communications anyway.
