I would be involved with an implementation for OpenBSD.

Based on my understanding of the point of this draft:
If all RA's set the flag (and we have not yet received an DHCPACK on that
link) we would probably want to turn off dhcpv4 on the interface, not
enable any IPv4 link-local IP, and set sole control over resolv.conf to
slaacd.  If any RA sets the flag to 0, or if we have already received an
DHCPACK, then we would continue to use the link for IPv6 and IPv4 as
normal.

Because we also have a native RA daemon, we would set this option to zero
by default, and include a description in the documenation that an
administrator should not set this if there is IPv4 available on the
link.

If disabling IPv4 on that link isn't the intention of this draft, I don't
see why we would bother.
