Clarification (sorry for unclear wording..):
IMHO we should:

1) remove the upper bound at all and just say that Lifetime SHOULD be
> MaxRtrAdvInterval.
2) specify that the default value SHOULD be more or equal than Router
Lifetime (or 3 * MaxRtrAdvInterval or 1800 sec).
