This is a compelling argument to me.  Limiting I-JSON to objects+arrays as
top level would be my preference because of this.

Although I agree with this, I think it is protocol design guidance not
interoperability requirements.  We can add a non-normative section to
I-JSON for this (or start a new document) but I don't think we should use
it to limit I-JSON to only object top-levels.
