There are things worth discussing if we can discuss non-RFCbis material. There are many working group documents ready for last call but consensus wants to hold them until RFCbis documents are in RFC. Since that is taking a bit long, we are seeing delays unfortunately.

But more importantly, if people want to discuss, people should attend virtually. I will attend virtually when it is decided to have the virtual meeting.
