I think that's fine though - it just says that these folks
have set themselves those targets.

Yeah, "allowing" there is a bit too positive without a ref.
For -04, I'll do s/allowing/in principle allowing/ and if
someone has some reference to add to back it up, we can add
that.

It'd be great to get that kind of information. But I'm not
sure we'd want all that in this document. How best to try
handle that will likely depend on what the WG wants for this
document and the other input documents so is probably a thing
to chat about in Seoul.
