I was the author of RFC 4645, published almost 15 years ago after lengthy review.

It described the process behind the development of the first Language Subtag Registry under RFC 4646, and served as a vehicle for delivering that registry to IANA. It is of almost exclusively historical interest now, and quite honestly I am surprised anyone has read it in the last 10 years.

The “Language Tag Registry” which RFC 4646 replaced in 2006, and which RFC 4645 used as a primary source for grandfathered and (newly) redundant whole tags, was indeed located at the URL noted in Section 3 of RFC 4645. The only error was in my calling it a “subtag” registry instead of a “tag” registry, as only whole tags were registered under RFC 1766 and 3066.

The URLs proposed in the erratum were established after RFC 4645 was published. The obsolete RFC 3066 Language Tag Registry was moved to its current location at that time. The date 2010-06-17 in the XHTML file refers to the reformatting of the obsolete registry into XHTML and CSV; note that the latest date under “Contact Information” is 2005-09-28.

The comment “Language tags and sub tags are obsolete” is beyond misleading; I would characterize it as malicious misinformation. The old registry is indeed obsolete—that was the entire purpose of RFC 4646—but language tags and independently registered subtags under BCP 47 are more relevant today than ever before.

As the author of the original RFC, I recommend that, at most, the word “subtag” in the indicated passage be corrected to “tag” and the URL be retroactively updated to the current URL of the XHTML file. The comment about tags and “sub tags” being obsolete should be explicitly rejected.

Apparently the actual registry, which is what matters, is now at < https://www.iana.org/assignments/language-subtag-registry/language-subtag-registry>.
The page previously pointing to it is obsolete; it is misleading to say "language tags and subtags are obsolete", when they are not.
