We have plenty of MUSTard in the LSR section, and in sections
describing the desired actions of people who submit forms for review.
Registration is a very complicated protocol with lots of human parts
as well as computers, and the human parts are the more important parts.
IANA is just one of those, neither better nor worse than the rest.
