My understanding is that advancement of the internet is not the sole
preserve of G7 countries.  Barriers to entry should be reduced as much
as possible to enable positive development of the internet rather than
encouraging splinternets.  Many new developers will come from "Global
South" countries, partly due to the cost advantage that will mean
programming services will be exported to G7 countries, and also for
local consumption - mobile first digitization is giving rise to
technology requirements different than in traditional locations of IETF
meetings. The proposed change only makes it easier for locations
explicitly excluded in RFC8719 to be considered, not just as special
cases. Certainly future changes will be needed for meeting frequencies,
the expected developer population in Asia interested in and contributing
to internet protocols will likely see Shenzhen and Bangalore be at least
as important as Silicon Valley if not more so.
