As currently stated, meetings rotate between North America, Europe and
Asia, primarily because previous meeting participants have come from
these locations.  Many people can participate online and it would be
good to encourage a wider range of meeting location proposals.  It is
therefore worth updating the RFC to primarily specify timezones,
possibly something like:

UTC-3.59 to UTC+4     | Europe, Middle East and Africa | 2
UTC+4.01 to UTC+11.59 | Asia and Oceania               | 4.7

Can prepare an erratum or updated draft, but initial comments are
welcome.  This change would not address other issues such as travel
restrictions, hosting facilities, or other socioeconomic aspects.  Such
a proposal does not take into account the proportion of the population
in these regions that would attend, but could be considered in future.
As the regions are fairly large, this is a more difficult undertaking.
