A country's participation is likely to start in universities, where 
engineers are getting educated. As John Levine pointed out, we actually 
have a reasonable story there with ANRP, etc. If we found a way to 
extend that good story and support academic teams in underrepresented 
countries, we might start a kernel of participation in these countries. 
We could hope that this participation will grow as students graduate, 
companies develop, etc.
