Not really. Filecoin is one of many projects that use IPFS. Conflating 
the two is a bit like conflating HTTP and S3 or Akamai. I'm not sure 
where your reasoning is going?

The Filecoin Foundation does… Filecoin. I'm quite confident that the 
IPFS community would see itself there and I'm pretty sure that the FF 
people would be puzzled by the suggestion. CASA is for blockchain 
protocols, this seems totally unrelated?
