This is not a very robust tool. There are other reasons why a leaf may
be absert, e.g., an access control rule. In general, there is no
requirement that state data is reported as consistent snapshots, so
robust tools will have to be somewhat tolerant anyway.

The server is prepared; it fails the commit if configuration data is
unexpectedly inconsistent.
