This email closes this call for WG adoption.

There is consensus to adopt this draft.

Please could the authors republish the draft, renaming it as
draft-ietf-nvo3-overlay-problem-statement-00, and incorporating the
comment from Thomas Morin.

There were also some other comments on the list that probably need further
consideration.
