Thanks for the update - looks much better and more concise. Will merge it at some point next week. I might move things around and rephrase things, but if I do, I'll send an update to the mailing list before doing the final merge to ensure I didn't change the intended meaning.

I tried to make it more compact (about half the size, 2 pages now) and more consistent with the style of the rest of the draft (less wooly language).

I also included some points that came up in the thread with Patrick Gelard (e.g. the GMPLS reference).

Have a look at it, don’t be shy to let me know if more polishing is still needed.

PS: There is a merge conflict on the .txt file. Just merge only the .xml file and re-generate the .txt file.
