Hello Michael:

This is actually what the early RPL drafts would do. 

But at the time that collisioned with work at 6MAN, so we opted for the HbH/encaps alternate.

Now that the 6MAN work has stabilized, we have the opportunity to reconsider.
The bright side is that Brian helped and the current draft incorporates the resolution of his comments.

Has it been field tested? i.e. has it got code?
Is there some other interest it it?  It seems like a big win to me.
