note that dns and rpki-rtr try to alleviate this somewhat with NOTIFY.

we both regret that we are old enough to remember when a dns change
might take days to propagate; now we're annoyed if it takes O(10)
minutes.

similarly, the RP cache NOTIFYs (cf 8210) the router "now would be a
good time to pull."

pretty hacky, but improves operation greatly.
