I was thinking that it is *permissible* (but not recommended) for an SRC 
to do a very simplistic form of mixing - with just one SSRC and no CSRCs 
- if it wishes. I think we should not exclude that, because doing so may 
exclude some servers from being SRCs.

The turret might be one instance of that.
