Much sympathy.   However, we do in fact do things specific to 3gpp environments.   There's a v6ops document in review in the IESG right now that's related:

As you can see, this is a followon to previous work that was done in the IETF, so there's a long history of doing this _sort_ of work in the IETF.   I'm not claiming any position on whether the current document you are discussing is a good idea or not, but I think the argument that the IETF doesn't do this isn't supported by the facts, so IMHO you ought to be making arguments about this document as it relates to the v6ops charter rather than the more general argument you are currently making.
