We have:
draft-ietf-6man-hbh-header-handling-03
IPv6 Hop-by-Hop Options Extension Header

That in combination with RFC7045 led up to the relaxed rules for processing of HBH in RFC8200.

There's also:
draft-hinden-6man-hbh-processing-01
IPv6 Hop-by-Hop Options Processing Procedures

And then this draft which draft-peng-v6ops-hbh seems to be still referring to as it's hinting at "control plane" and "data plane" HBH options.

What I struggle with for draft-peng-v6ops-hbh is figuring out what it says that hasn't already been said before.
