Really? I've never heard this before. The more obvious explanation is that
this is a simple case of a word having multiple meanings depending on
context, and when that context is nationality, "American" unambiguously
refers to someone from the USA. To quote Wikipedia, "In modern English,
*American* generally refers to persons or things related to the United
States of America; among native English speakers this usage is almost
universal, with any other use of the term requiring specification." [

a lengthy history of the etymology of "American" as a moniker for people
from the former British colonies.
