I've never had a problem getting a T-shirt.   

But here's a suggestion.   If the IETF is looking for funds, have a
look at running off extra T-shirts or bags and sell them via some 
appropriate online place.   I would certainly buy T-shirts for some
of the meetings I've missed, and the most recent bag is pretty nice.

This might need some negotiation with the sponsor if they pay for the
main freebie run, but it could work perhaps?
