They all are, and the program text indicated that they were in scope.  
That's what elicited my comment.  Put it this way: if a device isn't 
running in order to serve a person's purpose, we're into Cylons.  But if 
you want devices more directly tied to humans (whatever that means), 
then the charter should be a bit clearer as to what it means.
