Exactly.

It would be nice if the IETF had a letter (that we could print) from a
government agency (immigration is best) in the host country, in two languages
(the local language and english), explaining exactly this.  It can be totally
generic. (The invitations that we create for VISA applications are not generic)

Given that english is the likely language used at the border, and is likely
the second language of both people for whom this is a problem, I'm hardly
surprised that this happens.
