I don't think that's fair. The IETF has an extremely bad habit of publishing
lots of inter-related RFCs but failing to publish applicability statements
(or ISDs, or whatever you want to call them) that explain how things fit
together. That *is* a problem that needs solving, case by case.

If you're objecting that 6lo has done work that shouldn't have been done,
that's another matter entirely.
