I also see little difference between the type of metadatsa used by CERN
and what is used in the APN proposal in the IETF, which are exactly
on an extension header that would suffice for use-cases like the one from
CERN if i am not mistaken.

Have you / CERN folks ever looked at APN and check if/how
it could fit what you're tring to do ?
