[CNG] If you're using data channel then you'd register a websocket 
subprotocol ID (e.g. as we do for CLUE). This should then point to the 
specification that defines the use of the sub-protocol within the 
datachannel. The dcsa parameters can't live without the a=dcmap line 
with the subprotocol.

I agree we need to document something in the IANA considerations section.
