well, the idea of the draft is to explore how the SHIM and MIP can 
interact in order to provide multihoming support to MIPv6 nodes.

The point is that as currently specified MIPv6 has some 
limitations/lacks for supporting multihoming. OTOH SHIM provides some 
mechanisms that can help to overcome this limitations. The draft 
explores the interaction between those two, and tries to see if the 
combination can solve some of the problems

well, as i read it, the mobility stuff was out of the shim charter, 
which imho this doesn't means that the shim is not useful to provide 
multihoming support for mobile (MIP) nodes (just that this won't be 
done in the shim wg)

besides, imho it is very important to note that the host multihoming 
problem is much more that supporting multiple addresses in the MIP 
protocol. There are a bunch of additional problems that we need to 
tackle, for instance failure detection, path exploration, identifier 
and locator selection, ingress filtering and so on. Much of these 
problems are being dealt with in the shim arch and imho it would be 
beneficial to explore how suitable are the mechanisms designed in the 
shim wg for dealing with the related problems that appear in the 
provision of host multihoming support.
