NTP is already specified to use UTC, and trying to change that is far
outside the scope of this draft. UTC is specified in terms of TAI, and
TAI is specified in terms of the SI second. So, as statement of fact,
NTP uses the SI second. All references in the draft to SI are in the
background section, which describes the world as it is without the use
of any normative language. I'm comfortable with the risk that at some
future date, UTC might get redefined with some other basis, and
confident that if this ever happens the normative intent of the draft
will still remain clear.
