Actually Brian, we did make a request during the development of the first version of NTS. That request was withdrawn when the first version blew up in the WGLC process. We are now on the third major revision of this specification. Once it clears the WGLC process, I’ll submit another early assignment request. 

The real problem here is Harlan wants to have a structure for the code points that has not gotten WG consensus. This structure comes from the extension field draft he has been working on that has not gotten wg consensus for adoption.
