If stream frames need to be ordered, I think tagging a serial on them as proposed in the above is simpler. Then you have no FIN bit or RST whatever to consider. Nor can you write across packet boundaries. Etc. I think your stream proposal already does most of that, so it is actually far from a stream abstraction.
