(Is that the right section? There is no 5.3.2 and the link was to 6.3.2.)
I don't think 6.3.2 addresses this. The 2nd and 3rd paragraph in 6.3.2 addresses what to send after loss timer fires. My comment is about the loss timer should not even be set in the first place if PATH_RESPONSE is all you have inflight.
