1) typically, this is "#" for HTML documents

The tools should know what kind of document is being rendered and use the right syntax - right?


2) If the reference is not an RFC or Internet-Draft in the v3 format, and no "relative" attribute has been provided, it is an error.

Shouldn’t this sentence be under the “relative” section?


What the <xref> link for the example given in my last message?
