That's a good question. From what I remember, the idea concerned probing 
the root, which is somewhat independent of RNFD's current focus but of 
course complementary. In such a case, indeed, this could be added later 
as a separate mechanism. I may be wrong, though.

I have little experience with the various tracks, in particular the 
advantages of an intermediate experimental RFC. If you think that this 
is the best way to move things forward with the draft, I would not object.
