As I said at the microphone: the use-case and explanation of why we need DTMF is noted in section 5.3 of draft-kaplan-rtcweb-sip-interworking-requirements-01.  Note that is not a WG draft, just an individual draft.  

The WG draft draft-ietf-rtcweb-use-cases-and-requirements-06 has the FedEx use-case in section 4.3.2.
