Hi Rifaat,
I am trying to address these questions. 

1.pointers to prior discussions

2. pointers to implementations
Currently, there is no code implementation available, we will consider it later on.

3.summarizing prior engagement with existing WGs
draft-chen-bgp-ls-security-capability-00 first presented at IETF115, Susan suggested going to IDR, and this draft now is in IDR WG.

4.summarizing who would want to advance this work
We have seen some discussions on secure paths in IETF, such as draft-voit-rats-trustworthy-path-routing(Cisco,Juniper), trust-enhanced networking(fujistu), and path validation(Huawei) which will host side meeting during ietf118 . Frankly, we want to attract more interested people for the secure path topic.

The topic of secure paths or secure routing has been mentioned in my other two drafts:
draft-chen-secure-routing-use-cases and draft-chen-secure-routing-requirements.

There is currently no suitable working group on secure paths, 
but in WG RATS draft-voit-rats-trustworthy-path-routing mentioned the same requirements.

We welcome all interested parties to contribute to the topic of secure paths, the secure path will be the specific implementation of network deterministic security.
