Thanks to all for your reviews and subsequent discussion.

Its evident to me that there is still further work to be done on this document, and I do not feel that I saw a general consensus form the WG activity that the document is ready to be sent ot the IESG.

Could I ask the authors to submit another rev of the document that includes the outcomes of the issues discussed in the last couple of weeks, and we'll then try to see if these changes are able to address the outstanding concerns in a further round of a WG Last Call.
