Since the IESG has to approve the Tao, I think it will be easiest for the IESG to say "we are not going to approve any changes, we consider it overtaken by other improvements."  If that's a hassle, than the RFC approach (which will require IESG approval) seems the way forward.

I'd prefer IESG-only, but if consensus is we need an RFC, I'm not going to object.
