John,

I think it would be better if you wrote a tool that cleans up your XML for submission (e.g., by removing all comments that are not specially marked for “keep”).
If you don’t want to do that yourself, I’m sure there will be some XML aficionados that can hack this together in an hour for you.

I know other people who do text submissions, often with “dusty decks” (nroff!).
Yes, this puts the onus of conversion on the RPC in the end, but I think this is effort well spent.
For 3 % of the submissions (as Jean said), this sounds about right.
