In my experience only a small fraction of mail systems pay attention to 
SPF -all because the false positive rate is stupendous.  The current 
behavior is fine.

On mail to dmarc.ietf.org addresses, we rewrite the recipient but not the 
sender unless I suppose the sender also has a DMARC policy.  I agree that 
is not a bug.
