Ah yes, I remember now that you point it out, section 5.  Thanks for
reminding me.

Now that I looked again I recall skimming that and thinking it had
some troubles, like that just running a naive active probe with ECT(0)
would capture the classic half of the dualq, and that as written it
depended on the heuristic half of the queue detection to try to avoid
the overhead, so it seemed a secondary thing that was still subject to
failures in the main detection.

But you're right, it's there and the general strategy might have some
promise for improving the detection, with some costs.  Totally forgot
that I had already seen active probes mentioned after all.
