AFAICT an effort illegalize CGNAT or limit the number of users behind a NAT address is an attempt to put PII into IP addresses for law enforcement purposes. This is policy, there's nothing inherent in IP protocol or addressing architecture that prevents that. The article that Mark posted (https://telsoc.org/ajtde/2015-04-v3-n1/a4) might demonstrate that implementing such a policy is futile to achieving its underlying goals. Tom
