I believe IETF tries to be agnostic in such matters. Protocols and mechanisms can be built with strong security and privacy without purposely building in trap doors for regulatory authorities to exploit. But, neither does IETF do much to prevent individual countries to regulate communications within their jurisdiction. Tom
