different countries have different rules. I believe that they charged 
hot water as a "tea" or some other hot drink. Price of those drinks 
should be like this in little expensive restaurants.

But be sure - you can easily have a average lunch for $5 (may be without 
beer) in Prague. On the other hand there is at least on restaurant la 
degustation bohême bourgeoise ( http://www.ladegustation.cz/en/ ) where 
you can leave $300 for really fine dinner for two (and this is 
considered as high end here).
