It makes me nervous because “group” and “negotiations” could be interpreted in a variety of ways. I think it’s important to retain the ability for WGs to make decisions about whether and how to take action based on participants’ understanding of the relevant IPR environment. This is not a set of topics to avoid. Whether any given party interprets that sort of discussion as a “group negotiation” will be hard to predict. So if you were going to make a change, my preference is still to remove section 4.2, or failing that, to remove this bullet from 4.2.
