One interesting result might be that quantum computers are practical, but are
horribly energy inefficient.    I suspect many PQC algorithms cost more in
energy than E[CD]DSA; certainly they cost more bytes on the wire.

We could wind up in a future where we can break RSA, but it costs the daily energy
budget of a small nation to do it.  We'll all know by the rolling blackouts
when someone tries...

Meanwhile, rapidly changing discrete keys could be energetically cheaper.
