That's kowtowing to a bully that makes a grab for territory.  Definitely poor behaviour, how those sorts of actions are handled is not really in scope for the definition of the robustness principle.  After all, from a protocol perspective, what they did was allowed in the definition of the protocol, even if it flagrantly ignored the rules (and all courtesy) regarding the use and registration of codepoints.

(It's a side point, but this sort of squatting is why we are seeing registration policies loosen; interoperability is not aided if extensions are deployed on codepoints without letting people know.)
